Phase 1: From Vision to Evidence
A focused 12-month pilot designed to test, measure, learn, and strengthen the JF 11 workforce model.
JF 11 Phase 1 is being developed as an initial implementation period for practical AI, cybersecurity, digital skills, and workforce-readiness programming delivered through qualified partnerships. During this proposed 12-month period, JF 11 intends to test delivery approaches, measure learning, gather partner and participant feedback, and use those findings to strengthen future programming.
Phase 1 at a Glance
Focused Targets. Controlled implementation. Measurable learning.
50–150 participants
Targeted participation across initial Phase 1 learning experiences.
6–10 pilots
Structured workshops, cohorts, or partner-enabled learning experiences.
5–8 partners
Education, technology, workforce, nonprofit, community, and other qualified collaborators.
12 months implementation period
A defined period to build, test, measure, learn, and refine.
***These figures represent Phase 1 planning targets and may be refined as qualified partners, delivery models, funding, and participant needs are confirmed.***
A Controlled Path From Design to Learning
Our structured four-stage framework ensures each pilot yields measurable impact, practical skills, and clear pathways to continuous improvement.
01 — Design
Define participant needs, learning objectives, partner roles, delivery requirements, and proposed measures.
02 — Pilot
Launch focused workshops, cohorts, or partner-hosted learning experiences with manageable participant groups.
03 — Measure
Collect appropriate participation, completion, feedback, learning, and partner-performance information.
04 — Learn & Refine
Use evidence and partner feedback to improve program design, delivery, accessibility, and future implementation.
Measuring More than Participation
Phase 1 is intended to help JF 11 understand not only how many people participate, but whether the model is practical, accessible, useful, and capable of supporting meaningful learning and workforce progression.
Participation & learning
We track essential enrollment, attendance, active engagement, and completion metrics, alongside measurable shifts in practical knowledge, awareness, confidence, and demonstrated skills.
Workforce Progression
Establishing meaningful pathways through connections to credentials, structured career exploration, workforce resources, dedicated mentors, industry employers, and actionable next-step opportunities.
Access & Inclusion
Identifying and breaking down barriers to participation through improved technology access, individualized participant supports, and proactive accessibility considerations across all cohorts.
Quality & Partner Experience
Gathering direct partner feedback, delivery effectiveness insights, instructor observations, and consistency checks to address implementation challenges and refine ongoing program design.
Phase 1 is Designed For Partnership
JF 11 does not need to build every capability internally. Phase 1 is designed around qualified organizations contributing complementary expertise, technology, instruction, workforce connections, community reach, participant support, and other capabilities.
Education and Training Partners
Curriculum, instruction, credentials, and high-impact learning resources tailored to emerging technology careers.
Technology Partners
Platforms, tools, specialized lab environments, software licenses, and dedicated subject-matter expertise.
Workforce and Employer Partners
Career exposure, mentoring, active workforce connections, and direct industry insight for participant readiness.
Community and Veteran-Serving Partners
Participant reach, local community knowledge, supportive resources, and trusted referral pathways.
