Impact Begins With Measurement
From participation to practical capability. From capability to economic opportunity.
JF 11 AI & Cyber Workforce Initiative™ is being designed around measurable outcomes—not activity alone. As programs and partnerships are activated, we intend to track participation, skills development, credential progress, workforce readiness, economic mobility, and longer-term participant outcomes.
Our goal is simple: understand what works, improve what does not, and build an evidence base capable of supporting responsible growth.
Measure. Learn. Improve. Scale.
What We Intend To Measure
Our measurement framework follows the participant journey from access through longer-term opportunity.
01 — Access & participation
Participants reached, enrollment, attendance, completion, and engagement.
03 — Credentials & Readiness
Credential progress, assessments, portfolio development, career preparation, and workforce readiness.
05 — Economic Mobility
Financial capability, stability indicators, and—for participating veterans—appropriate pathways toward longer-term housing and homeownership readiness.
02 — Skills & learning
Growth in practical AI literacy, cybersecurity readiness, digital skills, and demonstrated capability.
04 — Employment & income
Employment connections, job placement where applicable, career advancement, and changes in earned income.
06 — Partnership & system impact
Partner participation, referrals, employer engagement, program improvement, and opportunities for responsible replication.
Meaningful Progress
Impact is more than counting activities. It is understanding whether participation creates meaningful progress.

Phase 1: Building the Evidence
Our first 12 months are designed to establish a measurable baseline for learning, partnership, and responsible growth.
50–150 Participants
Target participant range across initial pilots.
6–10 Pilots / Cohorts
Focused learning experiences designed to test and refine delivery.
5–8 Partners
Qualified education, technology, workforce, veteran-serving, and community collaborators.
4 Core Workforce Pathways
AI Literacy • Cyber Readiness • Digital Skills • Workforce Readiness
What success means in Phase 1
Phase 1 success is not defined by scale alone. We intend to evaluate participant engagement, practical skill development, credential and workforce readiness, partner effectiveness, and evidence of progress toward economic opportunity.
First prove the model. Then strengthen it. Then scale responsibly.
How We Will Learn and Improve
Measurement matters most when it improves what happens next.
01 — Measure
Collect relevant participation, learning, readiness, partnership, and outcome indicators.
02 — Learn
Review results and partner feedback to understand what is working, what is not, and why.
03 — Improve
Use evidence to refine program design, delivery methods, participant support, and partnership strategy.
04 — Scale Responsibly
Expand approaches only when evidence, partner capacity, resources, and participant needs support responsible growth.
The objective is not growth for growth's sake. It is better outcomes supported by better evidence.
